Legal Authority is one of my favorite designs in Shadows of the Galaxy, so of course I took another crack at it in Secrets of Power. The twist is that +2 power is way stronger than +2 HP and this captures more effectively than Legal Authority does. Hence the added cost & unique restriction #FFGStaff
