The United States is at war with Cuba. A blockade is an act of war, imposed by military force. The goal is to cause widespread suffering to get the target to capitulate. If the Chinese navy blockaded Taiwan in an attempt to overthrow the Taiwanese government, that'd be an act of war. So is US-Cuba.

We haven't had to fire any shots so it's not obvious but a blockade of this magnitude would generally be considered an act of war. We did not do this in the 1962 missile crisis, we allowed ships not carrying weapons to proceed to Cuba

Reminder that Florida voters passed a Constitutional amendment in 2010 banning gerrymandering with 62% of the vote and the Florida GOP just stole the courts and ignored it. By contrast retaliatory gerrymanders in CA and VA passed with the approval of voters. Yet media portrays them as equivalent.
