I use these guys filmdev.co.uk and get small scans. Negatives come back in kenro ring binder sleeves £9 for bw £6 for c41, they push/pull no cost, scan pano and half frame no cost.

Learn to develop b&w and you'll be able to dev a roll as quick as it takes to package and send a roll off in the post. Also re cost, consider bulk rolling the film, bulk rolls of Kentmere and Foma are very economical.
