Monaghan County Council is planning the project between the villages of Scotstown and Ballinode in Monaghan, with public consultation running until June 3rd, 2026, at 5pm. The narrow country road, in this case, the LT20001 Clontoe Road, runs parallel to a wider road, which is more suited to through traffic.

People complaining about the 127k for a bike parking facility obviously have not tried to buy a window or get any work done recently. This seems like it's just anti public services sentiment with a particular anti cycling flavour to it.
