Der Text verbiegt sich sehr (& kann nicht außerhalb des parlamentarischen Systems denken). Der Satz ist auch beschreibend korrekt. Die Medianpartei ist ein demokratietheoretisch zentrales Konzept & die Union würde mit wechselnden Mehrheiten anders regieren. Muss man nicht mögen. Bleibt aber Fakt.

The core problem of presidentialism is not deadlock but personalization. Variants of personalization exist under all forms of democratic government, but presidentialism makes makes it part of the constitution. There have never been good reasons for this. It's a historical overhang from monarchy.
