coincidentally, i spent the week traveling southeastern wisconsin on a reporting trip about data centers. more to say on that soon, but the tl;dr is that millions of people are going to feel the impact of this decision for generations

Royer Perez-Jimenez was 19 years old. He died by suicide at 3am on March 16 at Glades County Detention Center in Florida. He is the 2nd person to die in ICE custody this week, the 13th this year, and the 42nd under Trump. 🧵

ICE detention deaths are now occurring at a rate of roughly one every four days. Three weeks ago that rate was one every six days. The pace is accelerating, and Congress has not launched a single investigation.

The last home has been destroyed.

As of now, I am told that none of the residents of Legion Park have a key (secured housing) to go to. They have been told for months that the parks department would work to secure them housing before the sweep.

As the parks department destroys people’s belongings, a CPD officer decides to keep an American flag as the only thing saved from the trash truck.

The sweep has begun, and residents and their supporters have been kicked out of the park area that houses many residents. DFFS, the parks department, and Chicago Police Department are present. Removals are now taking place.

Humboldt had multiple AMEs over an extended period of time consistent with the way that the city was offering rapid rehousing. During EHI there were definitely moving events that were about reducing shelter crowding. I don't know if there were prior AMEs meant to reduce encampment size (do you?)

I couldn't tell you when the first AME precursor to encampment clearance happened in Chicago and I would love it if someone could tell me. What I can say is that I first noticed it as part of the Humboldt Park plan. Ald Fuentes mentions AMEs as "short term outreach."

The important thing to remember is that housing first is a philosophy that says that A lot of the challenges and costs that public bodies associate with unhoused people can be addressed by housing those people with a range of flexible supports all of which are low barrier.

Small aside: Housing first is a scientifically backed and widely supported approach to ending homelessness. There's more information here but it's critical to note that it operates by providing permanent supportive housing and by implementing processes that get people housing fast.

You'll notice that this 2021 AME is a voluntary housing event without any potential loss of housing. You'll also notice that AMEs were including folks from encampments but not primarily directed at encampments. Finally, EHI was identified as a Housing First intiative.

If I remember correctly the pandemic was a huge driver of wanting to speed up the timing of processes. Successful rapid rehousing programs could reduce covid risk in shelters both by reducing overcrowding and making it easier for people to stably stay in one place.

The original AMEs were about agencies and workers not about families and households. AMEs were also consensual (I tried to think of a better term but I have a sick kid at home). This is what the EHI report has to say about AMEs

AME stands for Accelerated Moving Event. I think (but correct me if I'm wrong) it came into Chicagos lexicon with the 2020 Expedited Housing Initiative. The initial goal of AMEs was to coordinate city services and come up with a rapid rehousing workflow.

It's really important to highlight the way that the City pairs AMEs and closures because it reveals a lot about their thinking and because it highlights the way that intentionally conflating and confusing things is bad for people and for public accountability.

We've seen another morning of increased ICE activity with DHS helicopter out and about in Chicagoland. Feds have taken people from Humboldt Park and Ravenswood. Vehicles also seen in Rogers Park. ICE watchers are asking north side neighbors to get outside and keep an eye on landscapers & laborers.
