Government subsidies for large manufacturing firms: Insights from the OECD MAGIC database
Government subsidies are an increasingly central issue for global trade, yet their nature and implications for international trade are still insufficiently understood. Using novel data from the OECD MAnufacturing Groups and Industrial Corporations (MAGIC) database, this column reveals that subsidies are common among major global firms across 14 key industrial sectors but typically modest relative to firm revenue, with notable exceptions. China-based companies stand out for receiving significantly larger subsidies, especially in the form of below-market borrowings, and frequently expanding their share in global markets.

Global growth is projected to stagnate at 2.7% in 2024 & 2025, down from the 3.0% annual average between 2011 & 2019 and well below the 4.4% average before the global financial crisis. For developing countries, the slowdown is sharper.

Speaking at the WTO about industrial policy (IP), I highlighted three key points: 1. Transparency is essential. 2. Local content rules can undermine IP’s goals. 3. The WTO’s TBT agreement offers a model: permit IP for “legitimate aims” when it’s minimally trade distorting.
