I was just saying this to a friend. My (uneducated) guess is that >50% have access issues. Github (AFAIK) doesn't have this issue! Even if you don't use Github for your main website, you can host your CV there and link to it.

Credit card interest caps are a tricky policy question. Yes, for sure that will lead to credit card rationing. Is that bad? Some people use credit cards for positive NPV spending, like fixing a car transmission to get to work. But many people seem to be in a behavioral credit card borrowing trap
