No. It's the election for the Head of State. The person should be known and have experience already. Getting 20 Oireachtas members or 4 local authorities isn't a stretch for anyone who should have the experience and knowledge to take on the role of Uachtarán na hÉireann.

Today marks exactly 140 years since the first cycle path in the Netherlands was constructed on the Maliebaan in Utrecht. At the time, only those who had signed the request for its construction were allowed to use it. It wasn't until two years later that everyone was allowed to cycle on it.
