I feel that it is perfectly ok for a story focused cartoon or anime to have filler and breather episodes. Since I feel that they would could make for solid ways to have a fun side adventure and make for a good opportunity to flesh out characters.

It's kinda incredible how the video game adaptation of Toy Story 2 turned out so good when you know the development cycle of licensed movie games like this are sensitively tied to their theatrical releases timing-wise, and the production of the film itself was famously a mess.
