Today I challenged the Home Secretary to issue an impact assessment setting out what the consequences will be of stopping overseas care worker visas this year. The Home Secretary avoided the question. The government must consider the impacts on the sick, the frail and the elderly.

OK now that I've read the white paper recommendations I'd say closing the care system to overseas recruitment is the single most substantive system change. That can only plausibly work if salaries go up significantly.
