This letter assumes that we can convince Trump not to send troops (Violent crime is down! Goons with guns are bad for business!). To be effective, we have to raise the political and logistical cost of a troop deployment using every peaceful avenue.

New I-5 Rose Quarter cost estimate just dropped (in materials posted ahead of tomorrow's Oregon Transportation Commission meeting). While the first slide here says the cost estimate has risen from $1.5-1.9 billion, ODOT is apparently attempting some "scope refinements" to lower it again.
