Blame the MoDs. Leaving Europe's defense to 25+ MoDs, all with their own parochial defense industrial complexes to satisfy, with the responsibility of defending Europe is just not wise. To be blunt, Europe's countries are not focused on the challenge of defending Europe. And that's a huge problem.
