Some of Mamdani's estate tax plan makes sense. Moguls "exchange" one building for another and defer the tax. When they die, most deferred tax gets wiped out. This makes up for unpaid tax. If there's a billionaire exodus? To leave, they'd need to sell, rather than exchange, which would incur tax.
