Never, ever believe DHS' account of anything. Especially related to immigration. Especially under the leadership of Kristi Noem. I've reported on immigration for many years, across various administrations, and I've never seen an agency so blatantly and flagrantly lie to the American public.

Since Noem became head of DHS and ICE further reduced standards for joining the agency while White House officials such as Stephen Miller demanded enforcement quotas, there has been a huge uptick in horrendous violence from ICE. This was predictable, yet it remains shocking and unacceptable.
