Compare that writing to the accused shooter's. Most people don't write a capital I with serifs (horizontal lines) at the top and bottom, especially if they were born in the late 1990s, as the accused shooter was. An FBI agent, probably born before 1980, would be more likely to use the serifs.

Also, younger people are less likely to use a hyphen. And, as others have pointed out, most non-feds would write "FUCK ICE."
