This is a pretty big slap in the face to King County. No dates attached effectively amounts to cancelation for Ballard. Look no further than Graham St and Boeing Access Road which were supposed in ST1 and supposed to be built by 2005 and are still being pushed off indefinitely!

This is the most obvious logical thing to implement. It's wild they haven't at least trialed it yet. I suppose I could see refs feeling like they have to make a decision quickly, but maybe they shouldn't see the clock ticking.
