Contrary to public perception a huge % of pregnant teenagers in the 1990s were impregnated by adult men. The younger they were, the larger the average age gap between mother and father was. Fixing teen pregnancy was in part a clampdown on statutory rape. That's what conservatives want to reverse.

Talking about the reduction in teen pregnancy like it's a problem is how we get people who think it's OK to rape teenage girls . . . or marry them off as teenagers to partners their parents chose for them. This has no place in the 21st century anywhere on this Earth.

They were returning from a trip abroad. In normal times, this means that they would've had a quick, easy trip through the border. But in these times, it gave someone an excuse to cancel the visa and send them back.
