Given the way we have treated many other countries in the past, it seems like a really stupid idea to legitimise countries fining people in other countries. I'm sure we'd be far from amused if countries started fining us for, say, shooting their presidents in the 1950s.

(This is the point in Horrible Histories where the history gets so stupid that they worry that the kids might not believe it and so they have the rat pop up in the corner to hold up one of his little signs saying "This really happened" or "This is all true".)
