Noticing how decentralized civil society in Minneapolis has been far more potent of a check on power? Well yes, it's kinda like you *want* robust civil society. So robust, in fact, that you don't have anything like a state.

Legality kinda worked? Sure, okay read Anarchy As Refuge Of Law and indigenous stateless societies oriented around decentralized tort law like the Xeer. Want more resiliency against class hierarchies? Look into *meshing* with many explicit solidarity lines like the best Igbo societies.
