Man I don’t want to get conspiratorial but a thought I can’t shake is that just like we can’t trust that people presenting themselves as law enforcement *are* law enforcement, can we trust that a violent person who’s said to have been impersonating law enforcement *isn’t* law enforcement?

The assassin posed as law enforcement. As we can no longer tell the difference between civilians and law enforcement thanks to the ICE, I would expect the reforms to start regarding officers having to stop hiding their faces and clearly identify themselves. That won't happen but one can dream.
