even if we were to presume that there were no logistics over and above occupying a country with a highly centralized population, a military occupation of the United States would require on the order of tens of millions of troops. there are about ~140-160k servicemen in infantry-like roles.

one fun fact about vindictive proseuction is that any documents inside the DOJ tending to show that Donald Trump personally ordered the prosecution are subject to absolute and incontestable privilege under Trump v. US, even if they are necessary to Comey's defense.

the total capacity of the DOJ is, if you push it, perhaps 70k cases a year. even presuming that they will go after a list indiscriminately, you want to put your ticket into the government oppression lottery, because it is strictly better that they spend it on a NTB in a blue city than anything else.
