A lot of these randomized user agent bots have user agents so old (10-15 year old browsers) that you can probably shave 50% of them off with an Apache config, e.g.

Is anyone talking about regulating internet access as a utility? I saw the W3C Statement on Ethical Web Principles, and I’m all for it 100%. But even if everyone adopted it, it has little impact without access. Would like to start actively advocating for it possible but am not sure where to start.
