What's happening is wrong, and (one would expect) unlawful, regardless of the motivation. Crafting a "good enough" excuse shouldn't be a way out. I hope there is a reply from the state on this, because if the rationale stems from motivation, I suspect MN loses on appeal.

I recently made a comic complaining that NASA refuses to listen to my good ideas for improving the Solar System (xkcd.com/2750). To my delight, NASA’s Science Mission Directorate has sent me an actual expert panel evaluation of my “flatten the planets” proposal! Sadly, they decided not to fund it.

Just yesterday I noted in a pull request that time zones help me stay employed but are otherwise no fun for anyone, so someone should definitely propose this solution.
