I went to a strictly academic school, and it was fucking awful for how I learn. The classes I excelled in were the ones where the teachers learned to alter the material to make it far more interesting and relevant to the students. Teaching to the test was the norm, and it was boring as shit.

Updating our education cirriculum with evidence based solutions to make learning more engaging is what National is rallying against - we have seen maths and stats learning drop off using the previous curriculum. Integrating new research to increase learning is good pedagogic practice.

IDK if anyone has seen Season 4 of The Wire, but this is something that was addressed about standardised testing and one of it's major weaknesses. When the course material is devoid of value in the lives of the students, they will disengage. Making things culturally relevant to kids fosters learning

So they wanted to build on foundational skills and teach kids also to think critically about knowing the 'why and how' of statistics, and to also make sure that math is culturally relevant to the children they are educating, to increase learning within students, rather than rote repitition.
