3/ While the $1.8B might be said to operate as an effective cap on the total amount to be paid out, the ongoing supervision requirements of the Fund seem to conflict with the plain text (not to mention the obvious intent) of the Treasury Judgment Fund.

2/ This settlement isn't "monetary" in the legal sense (i.e., a fixed sum of damages). It creates an *ongoing* "Anti-Weaponization Fund" to be administered. That Fund has "relevant requirements" & provides for the payment of per diem, travel & other administrative expenses for the Fund's managers.
