Starting from 1958, the former City of Toronto had foster child zoning. Originally had a hard cap of 4 foster children before getting to these regulations in 1986. There was a lot of unjust zoning in the City's history but this one struck me as completely egregious. (It's not in the current by-law).

An important chart to understand as Toronto heads into next year's budget process. We'll hear that the budget is barely balanced, the situation is precarious, the same as we have heard for the last 5 years, despite the City actually posting billions in surplus except in 2023. Why?
