Put differently, the President is refusing to take care that the law is faithfully executed in violation of his obligation under U.S. Constitution, art 2.

This attitude towards "legality" certainly comes across in the recent strike in the Caribbean. In the past, USG has sought to fend off prosecution of US personnel by foreign countries and the ICC by arguing that the USG is capable/willing to hold them accountable. Hard to make that argument now.
