Anyway, here's my fix, and it works. It works because I asked the LLM what its base prompt is, what skills looked like internally to it, and then I used the same language back to it instead of expecting it to interpolate. This is not braingenius stuff. This is obvious. People are bad at it.

And I started my base runtime for CC work based on an open-source library (which I have since mangled into oblivion) that LOVES skills. But it's astonishingly bad at reliably *calling* skills. Skills are the right pattern! But something in there makes the robot bad at calling them. So I dug in.
