As someone who rides frequently with an e-bike on the sidewalk because of our infrastructure in LA, I can tell you 20mph is insanely fast for sidewalks that have huge bumps and driveways. it’s pretty hard to do that. The thing is, the worse the infrastructure the less likely there are pedestrians.
