She seems to be arguing we can not fix the damage caused by redlining because it was done 100 years ago, and there just nothing we can do to reverse that because local control is more important. Its not a very strong argument IMHO, and more of a defense of segregation than anything else.

This just shows big developers love the status quo ,where they are the only ones with the inside knowledge of how to get things built. They don't want it to be easier to build.

If I had a dollar for every time I got a reply with the LA Vacancy report as a source, I think I’d be at around 100 bucks by now. If you click to the original report sourced here. it’s prettt convincing while pretty scarce evidence of vacancies, so I can see why someone believes it.
