A good dissertation would be for someone to go back to the Lexow Committee (1894) to the Wickersham Commission (1929) all the way through to Obama's 21st Century Police Taskforce and simply write down the "reforms" of policing offered over time. THEY ARE ESSENTIALLY THE SAME AT THE ROOT.

I've read most of the scholarship about US policing since the early 20th century. What you learn from this is that violence is inherent. You cannot "separate" out violence from policing. Police in the U.S. are violence workers.

A married couple was shot in Portland by federal agents. Early reports indicate the agents involved were US Customs and Border Protection (CBP). The individuals were taken to the hospital. The reason shots were fired has not been publicly explained. More details to come as information is confirmed.
