I'm not familiar with Sephiroth's backstory, but Anakin and Harley were both abused and manipulated into becoming who they are. You don't need to empathize with evil, but they're still human, and all humans do bad and good things. And as the old adage goes, hurt people hurt people.

Because why does it matter? It's a fictional story. Plus, the most realistic and interesting characters will always be both.
