In a GGA huddle yesterday, LDC adaptation leads called for a tripling of finance: "Indicators are good...[but] indicators don't rebuild our washed-away villages, they don't fix our buildings. Indicators only show you what's going on. So beyond the indicators, we're asking for adaptation finance."

Beyond the big COP30 issue of Article 9.1 climate finance for developing countries, the new draft cover text contains potential ways forward for the "Baku to Belem roadmap" to $1.3tn. It is covered by one of the "workstreams" being proposed as ways to advance "roadmaps" on various finance issues.

On finance, para 51 refers to Article 9.1 & "calls for" accelerated implementation, which is fairly woolly 52/53 "emphasise urgent need" but not directed at particular countries Para 56 options are Opt1 binding goal to triple adaptation finance Opt2 acknowledge needs Opt3 "urge" tripling

The latest iteration of the GGA text sees the number of brackets jump from 50 to 98 as negotiations remain challenging It includes the addition of an option to "launch a short-term process" and identify "custodian agencies for each indicator", before the "launch a longer-term process up to 2030"

An influential team called the Independent High-Level Expert Group on Climate Finance has laid out what it calls an "entirely feasible path" to mobilising $1.3tn by 2035. This was the aspirational goal agreed at last year's COP. Half of the finance in their pathway comes from the private sector.

The new 2025 Global Carbon Budget finds that fossil fuel emissions will reach a new high in 2025. Total CO2 emissions (including land use) remain flat at 2024 levels. While the land sink is up from 2024, carbon sinks are weakening:
