New global goal on adaptation text! It both "adopts the Belém Adaptation Indicators" and establishes a two-year "Belém–Addis"programme for policy alignment, in what seems to be a compromise The one outstanding para points to the mutirão text, which "calls for efforts to triple adaptation finance"

As part of a wave of new COP30 texts dropped this morning, there is a new, clean version of the just transition work programme. Crucially, this "decides" to develop a just transition mechanism - the Belem Action Mechanism (BAM) - proposed originally by civil society and taken up by G77+China

COP30 ADAPTATION FINANCE: It's worth recalling the previous goal, adopted at COP26 Specifically, this "urge[d]" developed countries to "at least" double adaptation finance from 2019-2025 This is same wording as Opt 3 in latest COP30 draft, altho that also adds an annual dialogue on progress

Speaking at a briefing last night, COP30 president André Corrêa do Lago discussed the roadblocks in the GGA, incl. finance: “We want this to be an adaptation COP. The Global Goal on Adaptation is absolutely central, and, obviously, the push for an increase in adaptation resources is significant.”

In a GGA huddle yesterday, LDC adaptation leads called for a tripling of finance: "Indicators are good...[but] indicators don't rebuild our washed-away villages, they don't fix our buildings. Indicators only show you what's going on. So beyond the indicators, we're asking for adaptation finance."

Another loss & damage agenda item has seemingly been signed off at COP30 – the report on the Loss and Damage Fund. Around $800m has been pledged to the fund but only $583 provided. Last week $250m was allocated for the fund's start-up phase – dubbed the Barbados Implementation Modalities...

Beyond the big COP30 issue of Article 9.1 climate finance for developing countries, the new draft cover text contains potential ways forward for the "Baku to Belem roadmap" to $1.3tn. It is covered by one of the "workstreams" being proposed as ways to advance "roadmaps" on various finance issues.

The latest iteration of the GGA text sees the number of brackets jump from 50 to 98 as negotiations remain challenging It includes the addition of an option to "launch a short-term process" and identify "custodian agencies for each indicator", before the "launch a longer-term process up to 2030"

New 'informal notes' have been published for the just transition work programme. The option for a just transition mechanism - the Belem Action Mechanism - now includes an alternative for an 'action plan' This follows the EU tabling this as an option on Friday, having pushed back on the BAM

An influential team called the Independent High-Level Expert Group on Climate Finance has laid out what it calls an "entirely feasible path" to mobilising $1.3tn by 2035. This was the aspirational goal agreed at last year's COP. Half of the finance in their pathway comes from the private sector.
