A large part of the problem is that Disney has given up on storytelling more or less entirely. The Hatbox Ghost was placed before the seance that summons ghosts in the Orlando Haunted Mansion because the Hatbox Ghost sells merch and they wanted to sell merch on both coasts. This is more of that.
