Today, BPS staff released their code proposal for making the Critical Energy Infrastructure Hub safer. On first glance, it's pretty good. We didn't get everything we asked for, but the major pieces are present including a prohibition on all new liquid fuel terminals + a mandatory fuel drawdown.

Energy justice advocates in Oregon are asking for a ban on utility shutoffs until April 1, 2026, one of the longest durations of policy protections i have seen so far. This is terrific, and we need many many more states to follow suit. The ban would be universal, for all customers.

Thursday's Climate, Resilience, and Land Use Committee meeting will have a staff update on the Zenith investigation. There will be a staff report followed by 45 minutes of public testimony. Many key details about scope and work plans of Zenith investigations have yet to be released.

NW Natural, Zenith, and the Portland Business Alliance tried (unsuccessfully) to kill the Office of Sustainability earlier this year and are now using fossil fuel industry delay tactics -- whining about allegedly unfair process -- to try to stop the Climate Justice Plan from being adopted.

“Environmental groups […] continued to express misgivings about the city’s increased reliance on biofuels. The groups said they would prefer the city instead focus on boosting public transportation and prioritizing electrification via more charging infrastructure & grants for electric bikes & cars.”

“We’re pleased that the city didn’t bow to pressure from the fossil fuel industry in this instance, but we still have serious concerns about the actual carbon emissions reductions that can be expected from renewable fuels and biofuels,” said Nick Caleb, an attorney with @breachcollectiv.bsky.social

🛢️ Zenith Energy update 🧵 🛢️ Last week, Oregon DEQ approved Zenith's air permit. DEQ officials argued publicly that the permit represents an improvement in air quality because of supposed concessions. Instead, adding risk to an already highly risky situation is a betrayal of the public interest.

"In 1984, about 2/3 of gas utility bills paid for the gas, and 1/3 covered infrastructure, utility costs and taxes...Now that has flipped." It's time to bring down energy bills by reining in gas utility spending and making a just transition away from fossil fuel energy sources.

A couple of years ago, the Democrats in the Oregon legislature passed a domestic terrorism law over of the objection of civil liberties advocates, environmentalists, and ordinarily reasonable Oregonians who told them this would only be used against the left. It fits right in with Trump’s strategy.
