Are there any good examples of data co-ownership between government and community? Is this practically possible from a legal standpoint? Or does someone have to be in control?

In my time in non-profit and public service, I've been in many situations where ambitious initiatives were rolled out where any consideration of the technical tools needed to be effective was, at best, last minute. It's a recipe for frustration and burnout.
