In my time in non-profit and public service, I've been in many situations where ambitious initiatives were rolled out where any consideration of the technical tools needed to be effective was, at best, last minute. It's a recipe for frustration and burnout.

Last week the United Nations released its latest edition of the UN E-Government Survey, and the results for Canada were not good. We've continued our decade-long slide and are now ranked 47th in the world, from our peak of 3rd in 2010. We seem to be standing still while the world leaps ahead.
