Unsolicited pitches are generally unwelcome. This is to protect both you & the publisher. Best practices are to just let the editor in charge know you are interested in the IP, but show your skill through previously published work.

If there's a known IP and it doesn't currently have (or never has had) a comics run there's USUALLY a reason for that.

Licensing is a weird thing, no one can determine where a license will go (or stay!). Dynamite & Mad Cave currently publish a ton of Disney/Star Wars comics, for instance. Not Marvel. Warnerbros. also owns The Powerpuff Girls, Adventure Time, Rick & Morty...all properties with comics NOT at DC.
