So this was nothing to do with operator agreements. The original RubyGems maintainer team would have been the right group to decide upon and figure out this transition.

this is an awful outcome. all this means is that Ruby Central stole multiple GitHub repositories from their original maintainers and, in an attempt to save face, gave them to Ruby Core, who are now even more culpable in that theft.
