I THINK it may mean (or- they INTEND it to mean) that "feminism" has disallowed the "natural" urges of women to be ecstatic & squealing and "girls!" who unashamedly profess their adoring, uncontrollable girl-ness at boys, and now must be dour, angry blue-hairs? (this is my take on their take)
