I don't run AD&D 2e really, but my ruling would probably be to give it a hefty -8 penalty, maybe lower it to a -6 if they take their time to aim, but given the distance I might bump it back up to a -7 penalty. However, the target would have had a -4 to their AC and no Dex modifier due to surprise.
