I know it might sound defeatist...but it's still true. IMO policy makers don't see bikes (regardless of how they are powered) as legitimate transport. To them, bike are - - A Child's Toy - A Rich Person's Hobby - A Poor Person's Last Resort None of those demand serious policy or regulation.
