I also don't know how to express this correctly, but I kind of dislike the quoted thoughts as a concept. Like: "It is very windy," he thought. At this point, if your third person is limited, everything the author writes is already the main character's thought process. Quoting just feels too extra.

I have three writing projects that I take seriously, and their themes are: #1 "Can a person change?" #2 "Is it okay not to change?" #3 "Can you force change?" I can see a pattern here.
