Iran would like to do both, get rich on charging $2 million a ship for tolls and creating chaos "the West." They may be able to do this for years, if not decades, before it's mitigated. The US walking away has empowered Iran in a way they could not have imagined.

Even if you are an oil exporter, it doesn't matter. It's a global market. You don't get to detach from the global price of a barrel of oil just because you are a net exporter (net because we sell more than we buy - but we still buy). That means gas may easily to $5 a gallon average or more.
