Probable cause is legally sufficient to obtain an indictment, but DOJ policy requires more–evidence sufficient to obtain and sustain a conviction. That means proof beyond a reasonable doubt. Comey case fails this test. Here’s the manual. 

Good thing this case is being brought by a dispassionate prosecutor who simply applied the facts to the law before making a decision to bring this before a grand jury, and this is in no way being personally directed by Trump against someone he hates out of revenge.
