Did Russia conduct a false flag attack against one of their own ships in the Black Sea?

Insurance rates for ships trading in the Black Sea have jumped sharply following Ukrainian strikes against vessels belonging to Russia‘s shadow fleet. This is reported by the maritime news webpage Splash-247. The already small profit margin for Russian oil takes another dent.
