That's a hen-and-egg thing. I would argue that "the system" and "the citizens" are two sides of the same coin. That is, institutional design (and its reform, or lack thereof) is a result of political culture.

If you think that it's just a number's game (for unknown reasons): the European parliament, representing 450 million, is very much based on the idea of proportional representation.

FPTP is an unmitigated disaster, it utterly fails at proportional representation. I look at the US and the UK - and then raise you Germany and Sweden (just two examples of countries with long-term stable multi-party parliaments and governments).
