We’ve been informed by the Governor’s Department of Finance that it won’t agree before our legislative session ends (on Friday) to finalize a $750M bridge loan to Bay Area transit. This loan was agreed to in our June budget. Without it, BART, Muni, et al will cut service.🧵

Lastly… offsets. The offsets are bad news. Perverse incentives all around, and likely to seriously interfere with meeting decarbonization targets. We should take a diff approach to financing carbon removal - one that sets up better incentives for market participants.

In the 2017 legislative extension of cap and trade, though, industry managed to freeze that analysis in time. 8 years later, covered industries are getting anti-leakage treatment based on the economic conditions that existed the year 2017. Huh?!
