The US embargo on Cuba goes back 66 years. According to a state dept memo at the time, the people of Cuba supported Castro, who had removed the US backed dictatorship. Thus it was decided to "deny money and supplies to Cuba" to "bring about hunger, desperation, and the overthrow of government"

As an aside, here's Jeffrey Epstein saying Castro's death will open up a lot of possibilities for him in Cuba. Before the revolution, many of the US elite saw Cuba as their own Little St James Island. Many desperately want it to go back to that.
