I can answer this because I also came in on the CUSMA/NAFTA permit before getting PR - The tax credit applied as long as I lived here and they did still have to do the LMIA but it wasn’t as restrictive. However, the industry was a very different place 12 years ago, as were US/Ca relations.

I am an American who moved to Canada for animation work and was sponsored on a CUSMA closed work permit. Here are some insights on my end on how that ended up working out:

to be clear - it's also hard for Canadians to work in other areas of Canada. I can't apply for anim jobs in Ontario, even if they're remote. Tax breaks are province specific. If the wage is covered by residents paying taxes, those residents want that worker to contribute back to the local economy

THIS 100% to anyone who wants to enter Canada to work in animation, this is what effects so much! even province to province can vary. There are people who live just across the border that have a harder time finding work in Ontario. And yes this includes internships as well

I think when people don't get hired they want an easy, comforting explanation, but the reality is: North American animation is Going Through It right now. World-class directors are doing grunt work, and some of the most talented artists I've ever worked with had to leave the industry entirely.

AFAIK most of the tax credits apply to residents, so as long as you're on a year+ visa and living in the same province (or even the same city depending on the tax credit), you qualify. Resident taxes pay into it so residents benefit from it.

As someone who worked on visas for many years, more info: in order to sponsor a visa, employers must prove they tried to hire a local but couldn't. This is pretty much impossible for entry level positions, so applying without an open permit is a nonstarter. I went to school with people

PSA because I've had this convo like 4 times in the last few months - much of the Canadian animation industry is funded by government tax breaks, and for studios to qualify for those tax breaks, the people they hire must meet certain parameters. The most common being a citizen or PR holder.
